Vietnam's new conformity assessment rules introduce revised certification requirements, surveillance intervals, and e-labelling provisions

The Ministry of Science and Technology (MST) of Vietnam has officially released Circular No.14/2026/TT-BKHCN, which sets forth guidelines for declaring conformity with standards, technical regulations, and methods for assessing conformity. The new Circular is effective from 25th May 2026 and supersedes Circular No. 28/2012/TT-BKHCN.
The main points are as follows:
- New conformity assessment framework based on risk that categorizes products into three risk categories: high, medium, and low. Various evaluation techniques will be used for distinct levels of risk. The authorities will later provide comprehensive guidance documents on risk categorization.
- Certificates obtained through assessment methods 2, 3, 5, and 6 will have a validity period not exceeding five years. Products deemed high-risk undergo monitoring once a year. For medium-risk products, the initial surveillance must occur within 12 months, followed by further surveillance every 24 months thereafter. For products with low risk, the certification body and the assessed party shall mutually decide the frequency of surveillance.
- E-labelling is now allowed.
- Certificates granted prior to the implementation of the new regulations will continue to be valid until they expire.
