India – BIS issues guidelines for Amendment No. 1 to IS 16270:2023

New implementation requirements for secondary cells and batteries used in solar photovoltaic systems

The Bureau of Indian Standards (BIS) has published guidelines for the application of Amendment No. 1 to IS 16270:2023, which covers general requirements and testing methods for secondary cells and batteries used in solar photovoltaic off-grid applications. The guidelines are effective immediately, with full implementation required by December 8, 2025.

Key updates include:

  • Expansion of the standard’s scope to cover all types of secondary cells and batteries used in off-grid solar PV systems.
  • Specification of a 0.2 At discharge current for lithium batteries.
  • Clarification that the tests listed in Table 6 apply to individual cells.

Implementation notes:

  • Existing license holders must implement the amendment by the December 8 deadline.
  • New applicants may still submit applications based on the previous version of the standard until December 8, but must declare whether they intend to implement the amendment. No licenses will be granted without the amendment after this date.
